DougR: It makes me wonder whether Mulvaney knows that one or more former Trump advisors plans to testify that there was quid pro quo, so he is trying to get out in front of the story (and pretend that it was "only" around the DNC server, rather than Biden). This seems to be a consistent strategy for Trump --- by admitting to at least part of the bad news before it leaks, he can try to shape the narrative. This is how "we didn't meet with the Russians" became "we did, but just talked about adoptions," which became, "sure we talked about Hillary, but we didn't collude."
