Heavy rain overwhelmed the Skagit River and sent floodwater gushing through northern Washington on November 15, as an atmospheric river brought strong winds and rain to the Pacific Northwest.

Whatcom County Government said around 500 people had been displaced due to the severe weather, with three shelters established at local school buildings.

The severe wind and rainstorms prompted Washington Gov Jay Inslee to declare a severe weather state of emergency in 14 counties.
