T. Jefferson: Mueller wrote that "... bringing obstruction charges was 'not an option' because of Justice Department policy against prosecuting a sitting president." What he left unsaid is that the Constitution clearly places that responsibility solely on Congress in its established system of checks and balances. And that is what these Congressional committees are in the process of doing in hearing Mueller's testimony. There are gray areas of meaning in his report that need clarification. A key example is the sentence in the report "...that if prosecutors had confidence that the president clearly didn't commit a crime, 'we would have said that.'" So the report does not exonerate him of committing a crime yet lists a number of instances that the proper authorities, i.e. Congress, may interpret as crimes of obstruction.
